To describe Chen as great food cart would be a dishonor. Here is a man dedicated to his craft. You see him in the back of his cart, cigarette in mouth, sharpening his blade to cut the prepared meal into the most decadent thing your mouth will ever taste. the front of a mere food cart, only hides his mysterious past of blood, sweat, and tears over perfecting his craft of making the greatest mix of rice, meat, and veggies you will ever taste in your entire life. I tried for many years to journey out to this cart, only to find that the man, myth, and legend that is Chen's was not open at the time, but calling the number to ensure his presence finally paid off and I was able to finally savor the meal of General Tso's chicken and Crab Puff appetizer. There will never be another cart greater than master Chen's Express.

I've eaten at nearly every cart at the Rose City Food Park but likely won't eat at Chen's Express again.
Portland sets an impressively high standard for Asian food, and the dishes at Chen's cart are not even merely adequate. The Mongolian beef, as another reviewer smartly pointed out, should more accurately be called the Mongolian onions. The General Tso's chicken is overly sweet. The vegetable chow mein lacks distinct flavor.
Only after we left did we realize that since one of us ordered a combo we should have been offered a complimentary cup of soup, as explained on the cart's signs, but none was offered. Sorry not to be able to honestly recommend. -

Place is really good and cheap compared to others Chinese food places. Sure the guys a dick and he's hard to talk to, but that's part of its charm! Highly recommend 10/10.

I can't remember the last time I had Chinese food in Portland. It probably wasn't that great. This place is one that I will recall in the future and plan on going back to. It was legit Chinese food. I am still surprised this was all whipped up in a little food cart. Impressive!
I had the $8 plate of vegetarian chow mean and the chicken broccoli. Full of flavor. Not too much salt. The side of egg drop soup was done very well too. I enjoyed the meal. There are many different options and the menu is easy to understand. Pick this, pick that, and your done. Dining made simple. Yum yum -

**update: maaaaaaaaan, grumpy ass mr Chen did me wrong today. I walked up and ordered, he said, "no beef." I said, "ok, what're my options then." He ignored me.
I waited like 15 minutes with nobody else around
He gave me the wrong order
And now I have diarrhea.
We had the craving for Chinese but didn't want to commit to sandy Ave dinner prices and portions. So we went to Chens express. Sigh. I think mr Chen has been angry with me for months but after reading yelp reviews, I see I am not alone.
I really enjoy the Mongolian onions with beef (don't expect a lot of meat, mostly onions) and general tso chicken combo.
I decided to get wild tonight and get the sweet and sour chicken because of the picture on the cart. That onion and pepper looked so good in the sauce but it was only fried chicken and sauce poured on top. Please do not be angry with me general.
***there were 4 people ahead of me and it took almost 45 minutes for our order. Call that order in ahead of time.
Although the idea of mr Chen on the phone is scary he won't know it's me.
